- Review current planning processes
- Share vision and mission of the future
- Define broad institutional goals derived from the above
- Develop a framework to guide university-system strategic planning inclusive of a five-year timeline for implementation
- Establish strategic initiatives to achieve goals and corresponding objectives and measures
- Assess internal and external environments with specific attention to trend data
- Recommend and prioritize allocation of resources to meet the goals of the plan
- Identify critical success factors and associated performance indicators
- Develop a process to monitor and evaluate progress performance throughout the system inclusive of a five-year timeline for implementation
