For all government sponsored or guaranteed programs, including loans, you will need to first apply for a PIN and then fill out the FAFSA, a form from the government. You can do it online or on paper, but the online version is recommended because the online application lets you know when you have made a mistake, avoiding delays. To obtain an PIN number and fill out the FAFSA go to http://www.fafsa.ed.gov/.
Do not make the mistake of thinking that you will not qualify for one of the low-cost loans currently available from the government. The Federal government will underwrite low cost loans, called Stafford Loans, for you regardless of financial need.
In addition, as a state university, NJCU has tuition waivers for members of the New Jersey National Guard, and if you are unemployed, speak to your employment counselor - you may be eligible for a New Jersey Workforce grant.
