 Why Dream When You Can Achieve With TLC!! Eligibility for the program is determined by federal regulations and academic need. A student qualifies under one or more of the following categories: 1. First-Generation 2. Economically Disadvantaged 3. Disabled A first-generation college student means that neither of the student's parents have received a bachelor's degree. Economically disadvantaged students must meet income requirements established by the Department of Education. Disabled students are students with documented disabilities.
